Wheel Out, Wheel In service

Port Stephens Council, in partnership with Veolia, offers a Wheel Out, Wheel In service for residents who are elderly, frail, or have physical limitations due to illness or disability. This service assists those who need help placing their bins out for collection.

To qualify for the Wheel Out/Wheel In service, residents must meet one or more of the following criteria:

  • Residents must be unable to wheel bins to the collection point due to a physical disability or medical condition.
  • They must not have access to assistance from family, household members, or neighbors.
  • Residents must provide evidence supporting their need for the service, such as a medical certificate or similar documentation.

Applications are assessed on a case-by-case basis, and the Council reserves the right to review eligibility at any time.

Residents can apply for the Wheel Out/Wheel In service by following these steps:

Paper application

  • Download and print the application form from the Council's website or collect a copy from the Council Administration Building at 116 Adelaide Street, Raymond Terrace. You can also call the Customer Experience Team on 4988 0255.
  • Fill out the form and attach any required supporting documents.
  • Submit the form by mail or in person to the Council office.

Once your application is received:

  • An on-site inspection will occur to determine if the contractor can provide this service. You may be contacted about when the inspection will take place. Please note that our contractor cannot enter private properties, and bins must be visible from the street.
  • The resident or contact person will be notified of the outcome of the request.
  • We strive to provide this service to all residents requiring it; however, sometimes due to property location, type, or accessibility issues, we may be unable to do so. In such cases, applicants will need to arrange assistance through another organization or service.
  • Applications can take up to 8 weeks to process, and the service lasts for 3 years before residents need to reapply.
  • If the application is successful, a blue dot will be placed on the bin at the commencement of the service.
  • An introduction letter will be sent to residents outlining the terms and conditions of the service.
  • Residents using the service, or family acting on their behalf, are requested to notify the Council if the service is no longer required at the nominated address.
